OSX forgets 2nd display settings

About every 4th start up my mac starts up and the display settings and background picture on my second display have changed - most often to something just horrible like 800 x 600 56 Hz (though it has picked other higher resolutions - seemingly out of a hat!). The desktop picture also changes - ususally to another picture in the same directory and is sometimes a picture I have used before. This is really weird and has been happening since 10.1. I recently installed (a completely new and clean) OSX 10.1.3 on a completely different drive and this problem continues.

I have a G4 450 and the two video cards are:

Slot -A: AGP Rage 128 Pro (stock card)
Slot -B: PCI Rage 128 Pro

I like to use 1152 x 870, 75 Hz on both monitors. This is a "recommended setting" on the first card, but the second card only has 800 x 600 at 56 and 60 Hz as "recommended setting." I had far more options in OS9. Is my card the problem - is it just not supported by OSX? If yes, shame, shame, shame on Apple.
