Pages question: smart quotes

I have a large document (400 pages) with lots of quotations (dialogue). The problem is this: some of the quotations are the curly "smart quotes," and others are the standard "straight quotes."

Is there any way to automatically change all the quotation marks in the document to the smart quotes? Or am I going to have to go through and manually change all of them? I've tried adjusting the proofreading settings to use smart quotes then proofing the document, but it's not correcting the quotation marks.

Please for the love of god tell me I don't have to comb through this whole thing lol.
 
Usually I find that if I locate the straight quotes somewhere in the document, highlight them, copy them, then paste them in the "Find and Replace" dialog and replace them with curly quotes, that usually takes care of the problem.
