Password Incorrect After Creating New User

I'm running OS 10.4 - in fast switching mode. I have been trying to create a new user. Everything works until I try and log into that user account. Every time I get the response that the password is incorrect.

I've deleted the user and repeated multiple times. No success.

Any ideas what is going on?

ps - now I'm very afraid to change any of my existing user's passwords
