Phantom weather updates keep popping up

I'm not sure where they're coming from. I run OS 10.5.7, so perhaps it is in my OS? I also run Flock, and sometimes Firefox; both are usually open all the time. How can I remove or control these pop-ups?

Looks like that's a Growl notification. Do you have Growl installed (http://www.growl.info), and have you ever installed a weather program that interfaces with Growl?
