photoshop plugin programming?

does anyone happen to know where one would get documentation on creating a photoshop file format plugin?

i intend to make a simple plugin for open dxt textures

You need the Adobe Photoshop Plugin SDK. This used to be available on Adobe's FTP site. Adobe now requires you to register as a developer. Premiere developer status is $995, Basic is $195. Availability of the SDKs is handled on a case-by-case basis.

aww man, there's no way to just create womething without their sdk?

i'm sure it has many features i'd never use...
i'm not talking file manipulation and crazy effects. I just want to add the ability to open dxt files.
