Ports available LINUX command

Good day. I am trying to install a web stats program through the use of Terminal and need to choose a port for the webserver. The default 9999 is not available. There is a command to find out what ports there are and which are available, but I haven't been able to locate it. Anyone dying to share their wealth of knowledge?

Look at netstat(1), it will show you what ports are being used. Also /etc/services is the file that defines what port is used for what.
