Is it possible to restore a complete hard drive, one that includes both a Leopard Partition and Bootcamp partition in one step?

Everywhere I look all signs point to a two step process. First restore OSX, create Windows partition, then restore Bootcamp.

There has to be a way to backup an entire hard drive and restore it in one step.

CCC also only does one at a time. Not the entire drive.

It's volume based so you can't select an entire drive, rather only each individual partition on it.

If you're comfortable with the terminal, dd might be one way to go - it will make an exact (for better or worse) byte-for-byte copy of an entire device if you so desire.

I've done this with Linux drives with multiple partitions, including the partition map etc. Works fine. I haven't needed to try it on OS X/Windows on a device though. Also, in Windows the device UUID of the C: drive is stored in the registry and so needs to be changed if the underlying device has changed. See here for a god article on that.
