I have a problem with my i book. I can't move icons on my desktop, neither pictures in i photo. Dragging does not seem to work at all. I used to be able to do it. What happened?

Press Apple-J, and see if both 'Snap to grid' and 'Keep arranged by' are checked.

Snap to grid will make it so all the icons are arranged in grids. The other option will make it so you cannot move icons away from the other icons, it can just rearrange its position. It's easier to explain if you try it yourself.

Of course, it is probably the last option that is causing you trouble.

Do you have a drag lock on?

It's where you click once on the icon, and then you're dragging it. Click again and it drops.

Hold on, just checking (been a long time since I used it, of course it's not called Drag lock)

EDIT: It actually IS called Drag lock.

Go to Prefernces>Keyboard and Mouse>Trackpad.

If you notice, you'll see it has options for the trackpad, such as clicking, and dragging, and then drag lock.

Try this;

Delete the icon cache found in /Library/Caches/ whose name is "com.apple.dock.iconcache"

Next delete thezse files from your Preference folder here;
user>Library>Preferences

com.apple.desktop.plist
com.apple.finder.plist
com.apple.LaunchServices.plist

Then restart.

Repair Permissions from Disk Utility in your Utility folder

Repair Disk from Disk Utility booted off the OS CD.
