I have recently acquired a newish Mac with MAC OS 8.5, however I cannot save any files, when I attempt to do so I get a message stating that I do not have the relevant user privileges. Also when I attempted to reinstalled Mac OS I was informed that I did have access to the hard disk and that it was locked. How do I go about unlocking the hard disk and is there any way to solve the problem with the privileges without reinstalling Mac OS. Please help, thanks :(

The only way to solve the problem without reinstalling everything is to unlock the drive with the needed password. If you can discover the name of the software in use, you may be able to contact the company that made the software, if they are still in business.
This sounds like software that locks the hard drive at the driver level. If you can't discover the unlocking password, I think you can re-initialize the hard drive with Drive Setup software, or at least try that. You have to boot to a MacOS install CD to do this. You would lose everything on the drive, and you would have to reinstall everything.

I have tried to reinstall from the Mac OS CD but when i try this i get a message saying that i can not continue because the had disk is locked.

As deltamac said, you cannot install the OS on a locked HD.

Boot the MacOS installer. The OS8 CD should have a folder
named Utilities. Open it and launch the Drive Setup app. Erase
your HD. After that you should be able to install the OS.
