Problem with Proxies and Locations

Hello, I am having trouble with connecting to the net with some web browsers (Internet Explorer for Mac and things like that) as they are trying to use proxies! I have two locations, one does use proxies, and the other doesn't and I do change the location in the Apple menu. Also I looked in system prefs and I looked at the settings for the location that doesn't use proxies, and none of the proxy boxes are ticked... I really don't understand why :confused: . Also these browsers don't have connection settings of their own.

I am running Mac OS X 10.4
iBook G4, 1.33GHz PowerPC Processor, 1G of RAM.
I have a Mobile account which pretty much all of the settings are locked :mad: so I cant enable and then disable the proxies. I have talked to my system admin and he is too stupid to even try doing that.
What do I do?

Anyone got any idea of what to do? I really need help, because some programs like Google Earth cant connect due to this problem, also my dashboard cant connect from the same problem.
