Problems With Applications Permissions

I've read many threads about this and visited many sites, but haven't found anything that solved my problem. Just recently I've been getting the "the item ____ cannot be moved because Applications cannot be modified" error and I'm asked to authenticate when trying to move things into Applications. I'm the only user on this computer. My Applications permissions are:

system - read & write
wheel - read only
everyone - read only

Nothing else on the computer has those types of permissions.

I've tried to repair permissions, but nothing changed. Thanks for the help!

Just for your information on my Applications folder my permissions are...

System - read & write
Admin - read & write
Everyone - Read Only.

What the hell is 'Wheel'? Just change 'wheel' to read and write and see if this fixes it.
