hi maclover and welcome to the forum.

What happenes when you don't renew the icon but simply drag it out of the dock and restart?
And I suppose you are on 10.3.7, right?

Quit Safari. Drag any and all Safari icons out of the dock. You'll see a puff as they disappear. Then *two ways to do this* open up Safari and use the option commands to Keep Application In Dock.

Or open up your Applications folder and find wherever Safari resides and drag the application to your dock.

yes im on 10.3.7
and when i drag all safari icons out of dock and restart
i have that "missing alias" of safari again in the dock..... :(

Why restart? Quit Safari, drag the icons out of the dock. Drag the Safari icon back to your dock and restart Safari.

It shouldn't be an alias, so to speak. Not in the OS9 sense.

Also, there should be one version of Safari on your hard drive. And that version is the one you should be dragging into the dock. You keep mentioning multiple icons.

Right click or Control click on the question mark in the Dock and Show in Finder. See what's putting it there.

And maybe you should also move Safari back to /Applications, if you've moved it somewhere fancy (anything besides /Applications is considered 'fancy' here...).
