Investigate Chicken of the VNC. I haven't used it myself but a friend of mine was talking to me today and mentioned that he uses it. Alternative there is MS Remote Desktop Client (if you want to go Mac --> PC). And finally there is Apple Remote Desktop but this costs money...

Chicken of the VNC uses the VNC protocol, while MS Remote Desktop for the Mac uses the RDP protocol. Very different, but both allow you to control a computer remotely. The latter is only if you want to access a Windows Terminal Server, Windows 2000/2003 Server, or Windows XP Professional computer remotely. VNC is available for various platforms.

Yes, use OSXvnc Server on the Mac (http://www.versiontracker.com/dyn/moreinfo/macosx/16699) and use your favorite VNC client on the Windows machine to connect.
If you don't know of any VNC clients for the Windows machine, plenty can be found with a simple search on versiontracker.com. Just look for a highly-rated client and it should work.
