Restricting Downloads

I am am the administrator on my computer, and I want to make it so that other users are not able to download from the internet. How do I accomplish this? I want to do this because there is a limited bandwith...
 
Do you still want them to have access to browse the Internet, and send/recieve email? Will they need to download files on your local LAN at all?
 
Hmmmm, would it be possible at all? I mean, web browsing is some sort of downloading. Blocking ftp downloads should be easy, but http? Maybe you should define, what sort of downloads you want to restrict. Video chat can be very bandwidth intensive as well.
 
Currently I don't think you have this ability in Safari on OSX 10.3.x, but I believe I saw it as a new feature in the upcoming Tiger (OSX 10.4) Safari version, as a Safari preference.

Of course, all one has to do to get around this is use a different browser (although you can lock that down too).
