Safari as default browser

I'm having a very bad day.
This is just one of the many problems that I am faced with.

The default browser is set for "Image Capture Extention" and is grayed out so that I cannot change it to "Safari"

Can anyone tell me what preference file(s) I need to dump in order to get it back to a default setting?

Oh, it works fine in another user.

Forgot to mention that clicking on links in iChat or Mail is useless now. They don't do anything.
I can open Firefox and have it become the default but after a restart its back to being hosed again.
