Safari Hogs Cycles

I haven't found this mentioned before, but I observe that when I leave Safari 1.1.1 running in the background under Panther (10.3.1), it hogs cycles. It seems to be a good citizen when it's in use, but running without windows in the background, it seems to want about 70% of the processor's (B&W G4) time.

Is this a known problem, or just my setup?

If you open the Console application and poke around you might be able to see a large number of messages being generated. Something there might give a clue as to the nature of the issue.
