Safari - lying about encrypted pages?

Following the link from: http://www.quadcitychallenger.com/qc-us.html to the encrypted page, I get a locked icon in Safari, and no warnings about certificates.

But when I submit the form, it brings up an error message like 'This form is about to be submitted over insecure means, are you sure you want to send it?' (Ce formulaire va être envoyé par un biais non sécurisé. Êtes-vous sûr de vouloir l'expédier?)

When I used IE 5.2 it works fine, without any error messages.

Now my question is, why would Safari tell me that page is insecure, when it has already shown me a locked lock icon for the https address? Does anyone else have this behaviour?

I reported it to Apple, just in case.
