Safe Boot

Press the Caps Lock key to turn the caps off.

If that does not help, check that your keyboard is working OK:
System Preferences/Keyboard, then the Input Sources tab.
Check the box "Show Input menu in menu bar"
Click the input menu that appears near the right end of the menu bar, and choose "Show Keyboard Viewer"
A graphic showing your keyboard will appear on your screen.
Each key that you press will be echoed on that on-screen keyboard.
You can test by pressing each key on your keyboard. The on-screen keyboard should show when each key is pressed, and should also show that key is released at the same time that you release the key.

If THAT keyboard shows all caps, press Caps Lock a couple of times to toggle caps on and off.
If there is no change, and still all caps, tap each Shift key a couple of times to see if that changes the caps.
Are there ANY keys that are stuck (and either do not respond at all, or will show a "pressed" key, even when you don't press that key on the keyboard? Tap any key that appears to be stuck several times, just to see if there is any kind of response.

Finally - is the caps issue ONLY when you are in Safe boot mode?
