self-multiplying pref panes in 10.2...wtf?

OK I recently upgraded my B&W tower to 10.2, all works perfect. Now, just yesterday when I opened System Preferences there was a duplicate of the "Accounts" prefpane showing up in the "Other" section. It works exactly the same as the normal one. I looked in all the Library folders and only one copy of it exists in /System/Library/PreferencePanes/
I don't even have a PreferencePanes subdirectory in /Library or ~/Library !
Anyone know what's going on here?
