Setting user access in OS X

I am currently the main admin on my computer, but I cannot get into other users "Home' directory. I need to do so for file acess the built in FTP server.

Is there a site that describes how to do this, or does someone know how to do it?
 
Well I just wan't to get into the "FTP" account I made from my own account. Right now it's restricting me from accessing stuff in the "FTP" account's Home directory via Finder.

It just won't let me in.

EDIT: I found this site that tells me how to change permissions via the Terminal.

This may be what I'm looking to do: Allow the "FTP" account to only download. I would like to disallow execute and the ability to delete content. Any clue as to how to set this?
 
Ok, I figured it out for myself. If you open up the "FTP" account in finder, you can manually set the folder access permissions by right-clicking, then going to the permissions tab. Easy as that. Hope this can help someone else as well.
