Simple Apple programs don't work

Sorry to bother you wil what seems like a silly question, but I performed a search and could not seem to find any answers.

Quite a few of my simple programs don't seem to work. For example, Internet Connect. When I click on the "telephone" icon on the top status bar, then select "Open Internet COnnect", then icon appears in my dock, bounces a few times, then disappears. The program does not end up starting.

Another example: SystemPreferences->Displays->Color->Calibrate. Nothing happens. I can't open the calibrating program.

I am using 10.2.8 on a 667 Mhz PowerBook G4. Have been performing upgrades as they come along. Also, I might have moved the application files to a subfolder of "Applications" but I have moved them back to the main "Applications" folder.
 
Try moving all the Applications you moved out of the Applications folder back into the Apple-installed Applications folder, then reboot into single-user mode -- run fsck. After that, reboot again, then try running a permissions repair.

If that doesn't fix it, try creating a new admin user, log in as that new user, and see if the apps work under that new user. If they do, then something is awry with your original user and we'll have to troubleshoot further.

Also, have you tried restarting lately? Seems a lot of people like the fact that their computers can run for months without being restarted, but it's amazing what a simple restart can do.
