Speech Recognition does not work

I am on 10.4.3.
In System Preferences/Speech I turn speech recognition/ speakable Items on, and select all the command sets in commands.
(The open speakable items folder is showing ca 40 commands.)
When I go to the little round window which appears on the desktop and press esc it responds to sound but does not recognize any command. When I click the little triangle and open 'Speech Commands window' it appears empty. I played around with putting in system preferences/account/login Item, all the following: Speech Synthesis Server; Speech Feedback Window; Speech recognition Server; speakable items and Speech Start Up, but had no success;
the speech command window remains empty and no command is recognized. Anybody can help?
It worked before I updated on Tiger.
