Spotlight shortcut keys won't remain deactivated

I am running 10.4.8, and every time I shut down and restart my computer, it seems my spotlight keyboard shortcut keys reactivate themselves. I deactivate them via System Preferences almost every day, and while zooming in/out in InDesign via space bar and command key, I find out that Spotlight has reactivated itself.
What can I do?
