SPY DOCTOR.COM popups

I've been getting a really annoying POP-UP called SYSTEM DOCTOR. It can pop up anytime I load a web page. It's been happening for awhile now and its getting annoying especially that I own a Mac OS X 10.4. I have the BLOCK POP-UP WINDOWS selected but it doesn't stop the pop-up. Appreciate any help.
 
On which sites does this happen? People are constantly working around pop-up blockers, because they want to push their ads. If those sites specifically target Safari, you might visit _those_ with Firefox, for example.
