start up problems

I brought a power mac recently an 8600/200 plus 21" ergo vision Taxan monitor second hand which turns on but all I see is a white screen. The mouse cursor is visable but nothing else except a white screen with faint lines running down it. I have tried pressing alt, apple, p and r to reset the PRAM but no joy. I brought the mac for an advertising idea but now realise I may have bitten off more than I can chew. I have 20 pounds for anyone who can solve this riddle. If you need more info please respond and I will offer any other info that you may need.
 
Do you have any Mac OS install CDs around? Having a computer without some sort of operating system isn't going to get you far -- plus, we don't know what version of Mac OS is already on the computer... troubleshooting techniques would be different depending on what OS is on the computer.

My suggestion is to find out what version of Mac OS you intend to run on that computer, then purchase that operating system so that you have the ability to troubleshoot and reinstall, if necessary.
