stuck updating configuration settings

My laptop ran out of battery while installing updates. when It was started again, the icons were blank, there is now icon bar at the bottom, and worst of all, safari does not work... I get a message that says Safiari does not work with mac version 0.0.0. The mac store can no longer launch and you get a message that says the settings are being updated, and try again in a few minutes. this is of cours permenant.
