System Pref Panes and memory

I have different users set up for different tasks: one for work, one for play, and one for audio. I'm trying to setup Audio so there is nothing sucking up precious RAM.
So far I've turned off dock magnification, animations and Dashboard. What I would like to do is make System Preference panes installable for only certain users. For example, the Work user needs Logitech, Startup Sound and Wacom panes, but Audio only needs the M-Audio pane.
Can I make only certain users use certain panes?
Also - is there anything else I can do to trim back memory usage so I get the max out of my RAM?

I'm using OS X 10.4.5, Powerbook 12" 867MHz, 1.128Gb RAM, 80G Samsung HD, 200Gb 5400 RPM Ext FW HD.
 
As far as getting system preference panels installed for only one user, when you double-click to install a preference panel, you are asked if you want to install it for the current user, or for all users. However, some software might not give you the double-click option if it installs the panel itself (I think, but I'm going from memory here, so I'm not positive). In these cases, or in cases where you want to move panels from one user to another after you have already installed them for all users, you can always remove them from the the "all users" folder. The folders are below.

Panels installed for all users: /Library/PreferencePanes/
Panels installed for the current user: /Users/[current-user-name]/Library/PreferencePanes/

So, drag the panels out of the first folder, and put them into the second one so that only that user has them. If you want all users to have certain ones, leave those in the first folder. If you are logged into an admin account on your machine, you don't even have to log out to move them into the folders for the other usernames.
 
Perfect! That was exactly what I was looking for - works like a charm!
I used the second method (using PreferencePane folders) since all the drivers were already installed.
