System Preferences is damaged or Incomplete

When I click on System Preferences, Nothing happens. I am new to MAC OS X (10.4.7). Running on a G4 1 MgHz Powerbook. Not sure what do from here. I have tried several web searches with no luck.
Thanks for any help out there.
 
Try deleting the file com.apple.systempreferences.plist in YourFolder/Library/Preferences

You may have to restart after that.
 
Has this always been a problem? What did you do that may have started this problem?
Archive & re-install (or a clean install) is one fix, albeit time-consuming.
 
01. Boot from the 'Tiger Install DVD', or another hard disk drive with MacOS X 10.4.x installed.

02. Launch (open, run) 'Disk Utility' and perform a 'Repair Disk' (at least twice), and 'Repair Disk Permissions' (at least twice) on the G4 Powerbook.

03. Reboot to the G4 Powerbook.
