System sound still too loud when set to lowest!

When I have the system sound set to its lowest setting before muting, I still think this is too loud for the lowest setting.
When it's set to its loudest, it's too lud for my iMac speakers and is distorted.

Is there any way I can fix this, making the whole thing quieter?

Not to my knowledge, else I would have done it. I just bear with it on mine and keep the volume at 1. The only reasonable workaround I can think of is external speakers. You could try fiddling with the hardware, but you'd probably break something long before you got close to making the speakers blast softer.
