Sytem Preferences Has Gone! 10.4.11

Hi there, I am in great need of help!
Okay my situation is this, i think i have stupidly deleted my System Preferences Application from my HDD!
And i realize you are able to get it back from the restore discs, but i don't have any discs. As i bought it from eBay.
I am using a mac book on firmware 10.4.11.
I read somewhere that it is possible for someone running the same firmware as me to email a copy of their system preferences from their macbook, is this correct? If so, could you email it to me?

Any help would be fantastic!

What happens if you click on the Apple symbol in the top left corner then click on System Preferences...

I don't think the system would allow you to delete System Prefs, but I could be wrong.
