The TEMP Files Would Not Delete Permanently!

Hello Friends,

A problem has been happening on my Windows 10 PC. I am not able to delete TEMP files permanently. Does anyone have any idea how to fix the issue? Any help would be highly appreciated.

Are they not cleared during the weekly and monthly cron and / or restart?
