When I returned to the machine today we had a power failure of some sort over the weekend. Most machines came back up but the OSX10.4 machine only goes through the apple screen and then only displays a solid blue screen with an arrow cursor.
 
In my experience that's a bad hard drive.
It could be that the surge fouled the boot drive.

try connecting MAC A (the trouble mac)
to another one via firewire cable..
(a firewire cable going from firewire port of machine a to firewire port of machine b)
start MAC A and hold down the T key.
on MAC B go Applications > Utilities> Disk Utility
see if the drive from MAC A appears.

I've had success using an applications called Data Rescue to retrieve
what was lost in such incidents.
