Upgraded Panther to Tiger = modem not working. Even a clean install of Tiger on another volume results in the response "unable to open the device." Log reads "device is busy." My machine is a G4 Tower 1.25 ghz DP. I installed Panther on another volume to regain use of the modem. Is there a solution for Tiger. I found an old thread concerning the same symptoms for my machine (and others) and a rare problem relating to Panther, but I never had this problem with Panther.
