Tiger Terminal app--"shell set to illegal value"

Hello. I upgraded from Panther to Tiger. I use LDAP authentication bouncing against AD to authorize users back to the local system. In short, only local admins can get the Terminal app to launch. All Network users that log in get the message--"You are not authorized to run this application. The administrator has set your shell to an illegal value".

Now, I did find this post via google--http://www.macosx.com/content/faq.php/q2472/Tiger-Terminal-App-Wont-Start.html

But it does not tell a *NIX neophite how to reset the terminal. I have created the second/new admind account and played with a few things in Directory Access and Netinfo Manager. But all adjustments have failed. Any help would be appreciated. This is my lab image and I just found out about it, yesterday. The image begins distribution next week. It would suck having this error be distributed on campus to all my lab and classroom Macs (about 150).
