I would like to back up to a Time Capsule on a given day (say a Monday) every week and then the day after back up to another network drive. In this way I can on a weekly basis take one of the drives off-site. Does anyone know if this is possible?

Well if you have Time Machine then get the Time Machine Editor. If you want a cloned backup you can boot from get either the free Carbon Copy Cloner or the shareware SuperDuper and set them to back up once a week, at your desired time.
