Time zone & menu bar clock problems

My Date & Time system preference is continually resetting its time zone to GMT. I can change it back to my time zone (PST), but my menu bar clock continues to show GMT. Each time I close and then re-open the Date & Time system preference, it has reset itself to GMT.

I'm on an iBook G3, OS 10.4.8 with all software updates. I've repaired permissions and restarted. I've deleted the preference file "com.apple.MenuBarClock.plist" and restarted. All to no avail. Suggestions please?

Is there a closed lock in the lower left corner of the Date & Time preference pane?

No, the lock is open, and I can make changes. The changes simply revert as soon as I close the preference window.

Have you closed the lock after making the changes? (Not that OS X seems to respect closed locks...)

Yep, tried that. No difference.
