trouble installing software

Hi I am a newbie to the Mac.
I have a PowerBook G4 running Mac OS X 10.3.9.
I have free time and would like to help FreeBMD.
I have downloaded a file called MacBMD (for transcribing official birth, marriages and death records) from the site www.tunnels.tripod.com/mac.html.
I have downloaded the software as a zip and a sit file.
They download and install but on double clicking to open I get the following error message:
Exception Thrown
Error - 199
File: Open Resource Fork
Line LFile.cp
Can anyone explain how I can get this file open?
I have had a member send me the file by email and the same error message appears, so it is not a download problem.
I appreciate your taking the time to read this message and sincerely hope you can help me.

I have tried the latest StuffIt, the two earlier versions, unzip, and a program called 'Open Up.
I suspect it is more a problem with a setting I have on my computer or perhaps a corrupted file?
