Turns on to a please restart screen

I have a powermac g4 M5183 that was recently given to me, It worked for a while but then it started sending me to a screen that says "please restart" reguardless of how many times I have restarted it. I was wondering if there was either a way to fix this or since I have no files that I'm concerned about saving if there was a way that I could just purchase the newest OS X program and restart everything. Or if the whole thing is a mess and to give up. I would much rather fix this though.

When it says, "please restart" does it look like the picture on this page?:

if so, it is a kernel panic. Kernel panics are usually caused by a hardware problem, such as a cheap USB hub, bad RAM, or some other peripheral that your Macintosh is not getting along with.
