Unable to Use Key Combinations

I use Finale 2005 for music publishing and am unable to use 2 key combinations which are reported as working for other Mac users.

These are:
Control Alt ; and Control alt '

I was advised by the software company support to deselect any keyboard combinations in System Preferences/Keyboard containing ; or '

This didn't solve the problem, even when I deselected all the keyboard shortcuts listed there.

Can anbody suggest what might be causing this?

I'm replying to my own question as I've solved the problem a year later.
I changed the keyboard language to American and the 2 keys worked. They also work when I changed the default language to its extended version e.g. UK extended or Irish Extended. Very Strange!
