USB Power Issue

Forgive me if this topic has been covered before. I have a 15-inch PowerBook G4 that I have been unable to get USB-powered portable hard drives to work with. I have a Maxtor 2.5 inch portable hard drive and a similar Hitachi. Both work with a PC laptop that I have but neither will work with the Mac. I assume that the voltage from the USB ports is too low but have not way to tell. Is this a common problem?

I have an IBM drive. It has two usb cables. One for data transfer and power if usb2. And another for power if it is a usb1.1 bus.
My pb has usb2 so it should work with just the one cable, but it doesn't.
I am inclined to agree that the usb buses are underpowered in a mac.
