User accounts to edit gone. :-(

My users aren't showing up in the System pref pane. I'm running tiger 10.4.5. Any ideas? Thanks guys.
 
Are do you have permissions to edit user accounts - i.e. you are an admin? Are the other accounts there at the login window?
