User has lost all desktop files/environment and access to Applications

Hi
This user has lost everything like desktop files and access to Microsoft Office programs.
Although the files still exist in the Users/Desktop folder, they cannot get access to them and they dont load up onto the desktop anymore when logging in.
Its as if the users account has been changed or deleted but its hasnt.
Anyone come across this before?
Ran a disk permissions repair but didnt work
 
Also, make sure the user didn't rename their user folder. If that happened, OS X will create a new, default user folder with what it thinks is the appropriate name at next login. This will leave an extra folder (whatever the user renamed their folder to) in the /Users/ directory.

The current logged in user's folder will have a house icon instead of a folder. If that's the case, rename the active user folder to something different (like add a one at the end of the name) and then rename the other folder to what it's supposed to be. Then log out and back in.
