User path nto working with ~/userName

OS X Server 10.1.3

e.g.
cd ~admin
/Network/Servers/damon/Users/admin: No such file or directory.

This extends to the webserver as well. I can't do
http://www.domain.com/~user

Um. Is there such a directory as
/Network/Servers/damon/Users/admin
?

If not, then how did admin's home directory get set to that? What is it in netinfo?

Just some thoughts, I surely have less idea than you what's going on.
