User Permissions

I have a folder in applications that needs to be accessed by multiple users, but I have to block one user from accessing it.

I thought it would be easy, under permissions, I added the user but I only have the options of "read" "write" or "read/write." why is "no access" not an option for a user like it is for 'everyone?' is there a way to show no access?
 
I guess you have to create a group, add all other users but the one to it and give access to the group but not others.
 
If they are local users on that Mac, set that user you want to block the app from as a managed/child user, and set limitations for what apps that user can use to not include said app.
If the users are on a server, then create a group with similar permissions, i.e. no access to users in limited users group, and put that user in the limited users group.
