Preface by saying I pride myself on my wallpaper/desktop pictures.

Ever since OS 26.4, I cannot access, change, or add any pictures through System Settings-->Wallpaper.
I found the folder OS 26.4 uses for wallpaper/desktop pictures in System-->Library-->Desktop Pictures, however, I cannot add or delete anything in this folder as I do not have permission. I can unlock the folder and anything in the folder, but still cannot alter, in any way, it's contents.

All I want is to add a folder that I now have in Documents to this Desktop Pictures folder and/or access my folder through System Settings-->Wallpaper.

Ideas--Solutions?
 
Hummm.
Years ago, combined updates were common. Haven't even heard that term in years.
Why need it be with a bootable usb drive? Not available by direct download?
 
You need to do a direct download but putting it on a bootable drive will insure that all the components get installed correctly.
I do this for an upgrade or if I have persistent problems. I admit that I haven't had problems since doing the initial upgrade with a bootable drive.
