Web .pdf files only open in Excel

For some reason all files that I download from the web (.pdf files) are now only opening in Excel instead of Preview. Excel obviously doesn't read the .pdf files so all I get is gibberish. I'm sure I accidentally changed a preference but I'd really like Preview back as my default application. help!
 
Two ways to set the file:
1) Right click on the file, Go to Get Info. look for "Open With", click the carrot to expand the section, select the pop down menu and select which application you want to open the .pdfs (may need to select other and find the application).

OR

2) Right click on the file, Go to Open With, select the pop down menu and select which application you want to open the .pdfs (may need to select other and find the application).
 
The problem is that I don't get an option most of the time. I get open with .csv, html or default. Preview used to be my default. Downloading statements from my bank is the same thing. Everything defaults to excel and I don't get an option to choose preview
