What is this note in the Permissions Repair log?

Just done a Repair Permissions with Disk Utility after a nail biting spinning beach ball following the Airport Extreme upgrade today.

Among the usual permissions notes there is this one:

2008-10-27 18:58:58 +0000: ACL found but not expected on "Users/Shared".

What does it mean? Is it a problem?

It means that some file or folder on that location had ACL. Nothing to worry - you can apply that file by file.

You can enable them in 10.4+ manually.
