Why does the desktop on my Macbook remains white?

The desktop on my Macbook remains white no matter what I have it set to. I can see the color of the background up at the top of the desktop on the translucent menu bar, and also when the computer is booting up and shutting down. Why is this?

Sounds like it is a corrupt preference. Try running a good cleaning/maintenance utility like Onyx and see if that fixes it. Otherwise I'd try logging into another user account and see if the same thing happens on another account.

I ran a clean up using Onyx, but it did not change but when I made a new user and logged onto it, the background did change...
