why wont Tiger work without a DVD player?

I just bought OSX10.4 and have discovered that it wont work with my iBook g3 with a regular 24x CD-Rom. I Click the restart on installation startup, when it has resetted the installation doesnt continue!! Is this because I do not have a DVD rom?

I am a new Mac User......HELP PLEASE!!

Tiger only comes on dvd, but they will exchange your dvd for a set of cds if you want at a cost of around $10. Go to http://www.apple.com/macosx/upgrade/ and look for the panel on the right about the media exchange program,
