Windows users can't create folders on root of sharepoint

I have an Xserve running 10.4.5 Server. There is a sharepoint called Projects. There are 10 users that access this share point. 7 on 10.4.5 clients and 3 on Windows XP Pro.

The 3 people on Windows can NOT create or rename folders that are on the root of this share point. If they go on a Mac and login to the server with the same name and password they are using on the Windows machines they ARE able to create and rename folders on the root of the share point. This kind of rules out a problem with the permissions.

I think it has something to do with the Samba settings but I'm not sure what to change since I've never seen this before.

On Windows they can create and rename folder inside other folders. It's just the root of the sharepoint they are unable to do this.
 
Could still be permissions. In WGM, you can specify permissions based on connection type (ie AFP vs SMB).

Take a look at those.
